Is yellow fluorescent light bulbs as good as white ones for reading/ working indoors?

What causes a low voltage reading?
My house was recently remodeled. The original ceiling fan was moved 18 inches. After the work was completed everything worked fine however, after a month, the fan blew a bulb with a loud POP. The fan worked but the socket was shot. I replaced the fan with the same exact one. i month later same results. I tested the voltage and discovered that there was a low voltage reading when the switch was off. Called the builder who brought his electrician. He confirmed the low voltage but could not determine why. He replace the breaker with a low voltage breaker? and moved another fan back into the same outlet. 1 month later, POP with sparks The fan is on a 3way or 2 switch outlet. Friends that I spoke to said a low voltage is not normal and it could be crossed wires or a broken wire. I called the builder again but I lost confidence When this is resolved I will bill him for 3 fans but where should I begin? He did bring his electrician but I'm still shocked that he did not fix or find the low voltage problemThanks for all the great replies and suggestions. I'm still waiting for the builder to come out and he is currently out of town. I turned the breaker off. I'm not certain that I have a low voltage breaker but its one that will break faster if it detects a short. The original breaker never broke but this one did but same results on the light. Also, the fan continued to work and it was only the bulbs that failed. I will add that when they popped it left a brown burnt mark in the glass bowl and the light socket was diffidently burnt.
Not getting 220v reading on my 220v outlet 3 prong.?
I have a 220v 3 terminal outlet on the garage. If I test on hot wire to the common ground it reads 110 120v, which goes the same to the other hot wire. But when I test two hot wires together expecting a 220v. My multi meter reads 0v? I am just asking because my dryer is working but not heating at all. I just moved in.

Why I am reading 17.0 v ac only in one area of my home and not 120 vac like supousto be?
In some outlets in my home I am getting a reading of 17.0vac instead of the 120vac that it should be,is my circuit breaker the problem?Thanks Steve D for the answer, here are more details Is in one circuit of the house and I had to open all the outlets four and tested directly from the wire. But I will test the neutral to ground like you suggested and then go to the CB box and check the hot wire.
Why might a voltage meter read positive on an entire main wall?
I'm trying to drill into my main wall in property, but everywhere I scan with my voltmeter reads positive for voltage and metal. I've tested the meter on a 'normal' wall with electricity cables I know to exist, so why am I getting a positive reading for the whole wall?Sorry when I said voltmeter I means a 2in1 reader that detects metal AND voltage. Both are appearing as positive all over the wall.The property is a flat in a converted larger building might some of the conversion walls lining be responsible?After reading some of the safety instructions, it sounds like I might have foil backed plasterboard walls. Might this cause the metal detection all over?
