My guess would be that the sink you are growing them in is the reason. Grapevines need room for their roots to grow. They can't be confined in a pot. They also need direct sunlight for many hours a day. That's why vineyards are always on bare slopes or fields.

I would say your grape vine is suffering from rust which is a disease that will stop the vine from bearing grapes. Read up about the various diseases grape vines can be affected by and the correct treatment for rust and other diseases in plants in your area and follow the advice. Maybe also it needs a new filling of soil with the required nutrients when the vine is dormant.

Don't grape vines have deep tap root, not sure but you check with a grower and they can tell you more truth than you get here?
